Harbor Costa Mesa Concrete pours concrete from an office on Newport Boulevard in Costa Mesa, CA. Julian Mercado started it in 2019 with 15 years of crew work behind him across coastal Orange County, and the crew now serves homes, landlords and businesses in Orange and Los Angeles counties, from Seal Beach to Laguna Niguel.

In a city where most homes are rented and most of the housing went up in the 1950s and 1960s, the jobs are driveways and garage floors on their second life, slab foundations for garages and backyard units, patios, walks and stamped finishes. The lesson those years left is that a crew booked on two pours a day finishes neither, so here the crew is booked on one and stays until the joints are cut and the tools are washed.

The work since 2019 has run from a tenant's parking strip to a slab under a two-story backyard unit, across 2 counties within 25 miles of the office. Based in Costa Mesa, Across Two Counties

The office is at 1835 Newport Blvd, on the stretch between 17th Street and 19th Street where the 55 freeway ends and Newport Boulevard begins its run down to the harbor. It is a unit for paperwork, forms and a saw rather than a showroom, and the truck is out of it by seven most mornings. The crew lives in the city and the towns just over the river.

Most of a week is spent inside the city or in the four towns that touch it. Newport Beach is across the Back Bay and down the boulevard, Fountain Valley and Westminster are over the Santa Ana River on the far side of the 405, and Tustin is up the 55. The office keeps Saturday hours, eight to three, because a rented unit is often only open when the tenant is home, and a landlord's three garages on one street are poured in one visit rather than three.

The far edge of the list is a full day. Laguna Beach is down the coast highway, and Aliso Viejo, Laguna Hills, Laguna Woods, Laguna Niguel, Lake Forest and Mission Viejo sit off the 5 past the El Toro Y in the hillside tracts. Seal Beach, Los Alamitos, Cypress and Stanton run out along the 405 and the 22, La Palma and Buena Park are up by the 91, Placentia and Villa Park are north on the 55, and Hawaiian Gardens is over the county line.
