Who you are hiring

Harbor Costa Mesa Concrete is the trading name of a concrete contractor at 1835 Newport Blvd in Costa Mesa, CA, owned by Julian Mercado, who holds the CSLB C-8 license with the California Contractors State License Board in his own name. The business runs this website, answers its form and pours the work, with no sales agent in between. These terms apply to every page on this domain and to any estimate that starts from it, whether you own the property or manage it.

The estimate and the 30 days

Nothing on this website is a price, an offer or a quotation, and no figure is given over the phone or from a photograph. Every estimate is measured and written on site, free and with no obligation, with demolition, base, pour, finish and haul-away on separate lines, and a landlord with several units gets one for each. That written estimate is the only figure we stand behind. It holds for 30 days from its date, and after that we measure again.

What sending the form allows

Sending the form tells Harbor Costa Mesa Concrete it may contact you at the phone number you entered and, if you filled the optional email box, at that address, by call, by text message and by email, about the job you described and nothing else. Consent is not a condition of hiring us or of buying anything. A tenant's number given for access is used only to book the visit. Message and data rates may apply. What the pages are for

The pages are here to be read, and you may link to any of them from anywhere. The text and the photographs are ours, so they may not be copied onto another site or reused in an advertisement, and the form is for a genuine inquiry about concrete work at a property in or near Costa Mesa, not for offers of services to us. The pages describe how we work on the sandy ground and the postwar tracts here, and a page may change without notice as that practice does.

What the project cards show

Each project card on the homepage is a job this crew finished, on a street in Costa Mesa or a town nearby, with the area and the thickness that were actually poured. They show what the work looks like when it is done, not what yours will take, because what is dug out, how far the pump has to reach and the design agreed in your written estimate change every job. The three reviews are the customers' own words, as published on the platform named beside each one.

What backs the work

The license is CSLB C-8, held by Julian Mercado and listed under the business name on the California Contractors State License Board register at cslb.ca.gov. We carry liability insurance on every job. Every job carries a written workmanship guarantee covering the base, the thickness, the joints, the finish and the vapor barrier the estimate specifies, and not the ground moving, a load the slab was not poured for, misuse or wear. To claim, call the number on your estimate.

Contract, liability and law

This website is provided as it is, and we are not liable for loss that comes from acting on its general descriptions instead of on an estimate written for your property. The work is governed by the written estimate and the contract signed after it, which sets the deposit, capped by California for home improvement work, and puts the balance after the check-over on the finished slab. California law governs, and a dispute goes to the courts of Orange County.

When the terms change

These terms change when the way we work changes, and the copy on this page is always the one in force; the date in the opening paragraph is the date of the current version, and nothing older is kept online.
